WebIt's actually a good thing to have GPU at 100%, that means you're not CPU bottlenecked and the game takes the full performance your GPU can provide. It would be worse if your CPU were at 100% and GPU usage being lower. Destiny 2 is quite a heavy game tbh, so I wouldn't be surprised that it would use the GPU a lot and especially with good graphics.
